Press Release of Prime Minister Manmohan Singh of meet with Sr. Editors dated 29/06/2011
Some of the issues like corruption, Lokpal bill, PM and high Judiciary under Lokpal are discussed below.
Regarding PM a Lame duck
P.M.: I am not a lame duck. I have reason to believe that ultimately truth will prevail. I will leave my job as and when my party wants it. Till then I have a job to do.
For a country of India’s size and problems, there are definitely a lot of things for PM to do.
I, like most of my countrymen, really do not know what he does. If he is not a lame duck, how come he is ever ready to leave the chair for Rahul Gandhi or any body else for that matter?
Where are the commitment and zeal, and the urge and the burning fire in his mind to do something good for the country and the common man?
How come he does not come to know of the large-scale corruptions indulged under him? Only plausible reason is either he does not want to act or is not allowed to act for political reasons.
Regarding PM under the Lokpal
P.M.: Personally I have no objection to be under the ambit of Lokpal but my colleagues do not want the PM to be under the ambit of Lokpal.
'Personally' here in above definitely means him as an individual and not as PM. Otherwise he would have said “ personally I have no objection for the PM to be under the ambit of Lokpal”. Evidently he is not coming clear of his position whether he would like the PM to be under the Lokpal ambit or not. If he is in favour of it, he should undertake upon himself to persuade his colleagues for that. After all it shall be only for corruption cases and not for any other matter.
Is it that PMs over the world have not been found corrupt?
Or
Is it that PM should not be punished for the corruption deeds?
Or
Is it that Lokpal’s investigation will not be fair in case the corruption case is against the PM while investigation by CBI under the present system is fair?
His arguments under answer to Q4 on the subject are rebutted as below.
Argument 1: It will create some instability.
If investigation against the PM by CBI does not create instability, how come investigation under Lokpal will create instability?
Argument 2. Prime Minister of India is covered under the anti-corruption act. Hence need not come under the Lokpal ambit.
So are covered all others. Why Lokpal at all?
Argument 3. Prime Minister can be dismissed by passing a no confidence vote.
For any no confidence vote to succeed his own party has either to be against him or should have fallen to minority due to other reasons. In such a situation he cannot continue as PM in any case. His own party is not going to vote against him in the no confidence vote for corruption case against him.
High Judiciary Under The Lokpal
PM: He has reservations against putting higher judiciary under Lokpal act.
Go to any court. The amount of corruption there beats almost every other office. If present laws and systems are good enough then why such a state?
In reality corruption is flourishing in other areas such as politicians, civil servants and bureaucrats etc., because our judicial system is corrupt and inefficient. Had the judicial system been efficient and honest, most of the present day corrupt persons would not have dared to indulge in corruption.
