Delhi Budget 2011-12 , Three cheers for CM Mrs. Shiela Dikshit

After a long time I have heard a good and encouraging news in the midst of gloom of unheard of corruption levels in the govt. The budget proposal presented by CM Mrs. Shiela Dikshit, brings hope and cheerfulness. I was real happy to note the following proposals.

1. Two medical colleges to be opened.
Other states should follow. At least two medical colleges should be opened in each state. If possible a third medical college in each state be opened in private sector. Medical Council of india, I find is an interested party who does not want the medical benefits to percolate to the public but is interested in creating shortages of doctors purely for the benefit of the existing doctors, thus should not be listened to if it comes with arguments against this proposal.Funds may be allocated in such a way that first college starts working within 2-3 years, and the second in 3-4 year and the private college may start functioning any time from 2-4th year.

2. Free medical checkups in schools.
It is a very welcome step. I am 65 years old and still remember that I came to know about my diminishing eye sight during a medical check up in school in 4th standard way back in the year 1954-55. Regular medical check ups in schools should be conducted at least twice a year. Again all states should follow.

3. Making long stretches of roads traffic light free.
This is the need of the day. It saves precious time,fuel, driving tension and accidents. Haryana must take a lesson. It must build up underpasses and flyovers along NH8 in Gurgaon to make the whole stretch traffic light free. Immediate need is there at Hero Honda chowk, Shanker chowk, rajiv chowk, Fountain chowk nearbus stand, Sohna Chowk etc. Actions must be taken before time i.e. for tomorrow not for yesterday.

4. More of BRTs.
Bus service is any day preferable to private vehicle if it is available from near one's starting point to near his destination. Public transport system has to be strengthened. I own a car. Do not mind even the petrol cost. But any day I will prefer to travel by public transport if it is available from near my starting point to near my destination. I do not know where Haryana Govt is sleeping. There is no public transport worth the name in Gurgaon. 3 wheelers are the only mode of transport for the public. They carry upto 14 persons at a time and sure will cause some major mishap sooner than later. It seems govt. agencies are in collaboration with these three wheeler agencies which are well organised. They even have increased their fares from Rs. 5 per person to Rs. 10 per person. Govt. will nether put their own bus service nor will allow the private people to operate it.

5. Increased Layout for Metro Ph III.
Public transport as in Singapore,where one can go from any where to anywhere in the country by taking a bus to the nearest metro station and againtaking the bus from a near by metro station to the destination, is the required mode of travel.Earlier we achieve it, better it is.

6. Increased Registration fee on Diesel Cars.
Registration fee is proposed to be increased by 25% . This will increase the total on road cost of the car by a about 2.5 %. Though this is a good step, but will have very little effect in controlling the increase in cars as there was almost no effect due to increase in petrol prices. Only thing which can control the spread of cars is increase of public transport and limiting the car registration. By the way the major beneficiaries of roads are the car owners. They may even be charged 50% of the car cost as Regsitration fee. If it is so, all the car companies in India will shout foul and it may be difficult to counter them. But let them manufacture more of buses and trucks. They may even go for manufacturing metro coaches.

7. Increased layout for affordable Housing.
Due to investment oriented tendency and use of black money, real estate prices are touching the roof. No normal person can build a house of his own.More and more houses, affordable type, should be built and may even be rented out to public instead of selling those.
